This report, carried out by Intesa Sanpaolo, has the objective to analyse the Italian Finance Law 2018 and the quality of the Italian Institutions fom a local and a national point of view. The paper includes also a chapter written by SRM that describes the new instrument of the Special Economic Zones, established by the "Mezzogiorno Decree". The report is only in the Italian version.
